I found this way of making the ink pen myself, but that was after searching for a long time. It was really hard to find, so to make it more easy for you guys i made this NOTICE: not all versons of sai have Pen tool, you can use the pencil tool for the same effect!! I was fooling around with SAI Paint and really loving the smooth inking it gave on my Asus Slate. But very frustrated with the buggy panning control with my pen button. After much fiddling with SAI's pen button settings and Wacom ISD pen settings, I almost gave up. Until I looked inside SAI's misc.ini file, where there is a setting that will fix it.
Open the SAI misc,ini file with notepad, reset the setting: 'TabletMouseSimulation = 0' change it to '1' Now pen panning works like it should, with pen button hold panning and release reverting back to previous SAI selected tool. You can also make your SAI tool dockers float by changing that option in that misc.ini file. Please note that this is for SAI version 1.1.0. Hope this helps SAI users out there.
