Best Answer: It really all depends upon your state laws. Without knowing which state you are in, I am not able to give you an exact meaning here. It also depends upon what you mean by 'blocked'. In most states, when your license is expired you will need to take the driving tests all over again unless you renew it by preprinted forms from the state. You might have to pay an extra penalty fee for being late, but they would renew it.
